In 2021, the European Union stands at a crossroads for its climate ambition and future economic prospects. Citizens are calling for more decisive action against climate change, while the investments made in the recovery from COVID-19 will shape Europe’s competitive economic position for decades to come.

The transport sector will be central in this regard, currently accounting for nearly a quarter of EU greenhouse gas emissions. It will have to undergo a fundamental transformation towards 100% zero emission mobility in 2050, powered primarily by renewable and clean electricity.

We are now at about 2.5 million electric vehicles on European roads, with EV sales tripling since last year (2020). We need to keep building on this momentum, with specific targets and actions that can take us towards a fully decarbonised road transport sector:

  • Accelerate the uptake of Electric Vehicles (EV) and phase out Internal Combustion Engine (ICE) vehicles by 2030.

We must strengthen CO2 reduction targets for cars and vans through the upcoming revision of the EU regulation setting fleet-wide CO2 emission standards, and include an ICE phase-out date by 2030 to help increase the uptake of zero emission mobility.

  • Establish a harmonised, high quality, dense EV charging infrastructure network across Europe

The upcoming revision of the Alternative Fuels Directive (AFID) will be crucial to support the growing amount of EVs on European roads. It is the perfect chance to set harmonised standards for how charging points should work and how drivers can use them, improving interoperability and user experience.

The revised directive can set clear targets for growing our existing charging infrastructure and, in combination with the European Buildings Directive (EPBD), it can ensure any European citizen has the opportunity to charge their vehicle at home.

  • Work towards a green, integrated, smart, and efficient energy sector

In order to fully reap the benefits of electromobility, EU legislation should support the rapid uptake of renewable energy.

Notably, the upcoming revision of the Renewable Energy Directive will be a significant opportunity to increase the target for renewable energy in transport. It should set ambitious targets, going beyond the 24% goal set in the Commission’s Climate Target Plan for 2030.

EU legislation should also provide compliance check mechanisms, and ensure the development of smart charging through support for Vehicle-to-Grid technology.

  • Establish a sustainable and competitive European battery industry

As EV sales begin to take off in Europe, the EU will need to domestically develop and produce batteries at a larger scale.

AVERE welcomes the European Commission’s Battery Regulation proposal from December 2020. The regulation should ensure harmonisation in the internal market, striking a balance between quick implementation, a robust methodology and effective enforcement.

Europe’s position as a leading producer of sustainable batteries can be further reinforced through rules for the responsible sourcing of raw materials in the upcoming proposal on Due Diligence.

  • A comprehensive regulatory framework for connected and automated mobility

EU regulation needs to be consistent and holistic with the various business models already established on the market. It should stimulate the development and uptake of innovative technologies while keeping consumer interests at heart.

It is now essential to put the right policies in place to achieve this target. We have the unprecedented possibility to decarbonise transport as we implement the EU’s revised climate targets and recover economically from COVID-19. Failing to do so will weaken the EU’s global competitive position, and it would mean to miss a unique opportunity to mitigate the worst consequences of climate change down the road, which is likely to cause an even worse crisis than what we face today”.
